Acceptable & Ethical Use of Technology Resources Policy
Acceptable & Ethical Use of Technology Resources Policy - 董事会通过（夏季97） -
Campus Technology resources at the 格兰德河大学 and 格兰德河社区学院 (URGRGCC) are essential and indispensable tools for learning, research and administration. It is the policy of the University that its computing, telecommunications, video, and associated network facilities be used ethically and legally, in accord with applicable licenses and contracts, and according to their intended use in support of the University’s mission.
C. In order to receive user support either from the University or vendors, you may be asked to produce the manuals, original diskettes, serial number, or other proof of proper software licensing. In addition, vendors may require proof of purchase to upgrade to a new version of the product. It is the responsibility of the appropriate CTSA, or the individual user in the case of a “personal” system, to insure that proper documentation and records are maintained.
格兰德河大学 & 格兰德河社区学院’s copyright policy is based upon United States Copyright Law, 标题 17, U.S. Code, 1976. The copyright law of the United States governs the making of photocopies or other reproductions of copyrighted material. Our policy is based on careful review of the law itself, the Fair Use of 方针 of 1997, the TEACH Act of 2002, the Digital Millennium Copyright Act, and the DMCA exemptions of 2006.
This 版权政策 has been prepared in an effort to help the University community better understand what is allowable by law, and why some services that are technically possible may nevertheless be restricted. The 格兰德河大学 & 格兰德河社区学院 will always remain open to receiving any new information on or interpretation of copyright law.
This policy applies to all members of the 格兰德河大学 & 格兰德河社区学院, including faculty, staff, students, alumni, and any other person who has access to information technology resources at the University. Copyright law protects original works of authorship fixed in any tangible medium. The 格兰德河大学 & 格兰德河社区学院 upholds the principle that faculty retain copyright ownership for traditional works that they have created, including books, films, music, and other works of art. The University of California’s policies on Copyright Ownership and Ownership of Course Materials clarify who owns the copyright to original works when produced by members of the faculty. There are occasions, however, when a work produced by an employee may fall under a “work made for hire” as defined in section 101 of the 1976 Copyright Act. In these instances, copyright ownership would be ascribed to the institution.
遵守联邦版权法和本政策是 responsibility of every member of the University of Rio Grande & Rio Grande Community College, including faculty, staff and students. An up-to-date policy is posted on Rio Grande’s website and all members of the academic community are expected to take a personal interest in becoming informed about how copyright law affects our work at the 格兰德河大学 & 格兰德河社区学院.
It is the intent of the 格兰德河大学 & 格兰德河社区学院 to adhere to the provisions of state and federal copyright laws as described abov即 The following tenants represent a sincere effort to comply with those laws 一。通过非法复制造成的实际和道德问题应列入大学的在职和教员发展项目。 湾只有版权材料的正版可以由或大学的设备使用。 C. The principle of Fair Use offers additional access privileges in educational settings.
Principle 2: Responsible decision-making means that 格兰德河大学 & 格兰德河社区学院 members must make demonstrable good faith efforts to understand the fundamentals of copyright law and the reasonable application of fair us即 When University members plan to use a copyrighted work in their teaching or research, they must examine the specifics of their use within the context of the law in order to determine whether they should seek permission for the use or depend instead upon the fair use exemption.
Principle 4: Nonprofit educational purposes are generally favored in the application of the four factors of fair use, but an educational use does not by itself make the use a “fair use.” One must always consider and weigh all four factors of fair use together. The educational purpose of the 格兰德河大学 & 格兰德河社区学院 will usually weight the first of the four factors, the purpose or character of the use, in favor of fair use. However, an educational use does not mean that the use is, by that factor alone, a fair us即 All four factors must be weighed in making a decision.
• Off-air broadcasts may be recorded and legally shown once to a single class within the first ten days after the date of the broadcast. This does not allow for multiple showings or general showings within the 格兰德河大学 & 格兰德河社区学院. •记录必须是从商业广播（非收费有线信道）。 在记录之后•十天可能不会显示，除非版权间隙 获得。
As an ISP, the 格兰德河大学 & 格兰德河社区学院 are potentially liable for monetary damages (plus attorneys’ fees) if any of its users provide Internet access to material that infringes on the copyrights of others. The same is true if, for example, a user transmits infringing materials in an e-mail messag即 Copyright owners are entitled to recover either their “actual” damages, or statutory damages that range as high as $30,000 per work infringed. (In the case of willful infringement, the statutory damages can be as high as $150,000 per work.) In all cases, the “fair-use” exemption that allows use of copyrighted materials in narrowly defined circumstances applies to materials in digital form just as it applies to traditional media.
格兰德河大学 & 格兰德河社区学院 DMCA Procedures
The DMCA does not require that the University of Rio Grande & Rio Grande Community College “police” the Internet activities of its faculty, staff or students. Rather, it requires that the University respond in specified ways to avoid institutional liability when evidence of infringing activity is brought to its attention or when it receives information that makes it apparent that infringing activity is occurring. The 格兰德河大学 & 格兰德河社区学院 follows DMCA requirements in the following way: When the 格兰德河大学 & 格兰德河社区学院 receives a notice from an agent (the RIAA, MPAA or other agent) or the copyright holder, the University will investigate who is attached to the network address given in the notic即 Following receipt of a proper notification, the University must “expeditiously” remove (“take down”) the infringing material or block access to it when identified content is hosted on institutional resources.
The 格兰德河大学 & 格兰德河社区学院 must “promptly” notify the user of the University’s action. Such notification coupled with the removal of the material shields Rio Grande from liability for damages sought for the actions of the user. A member of the Office of Campus Computing & Networking (CC&N) or the campus Copyright Officer will contact the person in question via email to meet with him or her. At this meeting, the specific implications of the infraction will be outlined along with actions required and information on potential legal or disciplinary outcomes.

Rio Grande provides network and Internet connection services for all staff, faculty, and students. 1Gbps wired Ethernet (IEEE 802.3) connections are available for all campus computers, residents, and some classrooms. Students in residence halls need to provide their own straight/patch Ethernet cable, which can be purchased from the Rio Grande 书店. One port per pillow is the standard in the residence halls. For rooms that do not have enough connections, switches can be borrowed from Campus Computing & Networking for free. Routers, servers, and related devices are prohibited from campus without prior approval from CC&N.. IEEE 802.11b/g wireless connections are also available in several locations across campus. Two wireless networks, RioGuest & RioSecure, are accessible to all guests, students, staff, and faculty. CC&N requires all computers connecting to RioNET & ResNET to be updated, have adequate antivirus, and anti-malware protection. 联系 Campus Computing & Networking for more information on connecting to the secure wireless and obtaining recommended softwar即
Rio Grande proudly announces all new wireless networking equipment throughout all campus buildings and soon outdoor areas. A separate WiFi FAQs section now exists to handle most common questions. RioGuest is the recommended network for visitors to campus. RioSecure is for all students, faculty & staff with RioNet user accounts. Specific connection issues should be directed to the Campus Computing & Networking staff.
Three main wireless networks (SSIDs) exist. RioGuest is for visitors and Windows computers needing configuration for the RioSecure Network, or devices unable to support the WPA2 Enterprise security encryption. •Display available wireless networks - several will appear. •Choose RioGuest - "RioGuest" is the wireless passphrase. •Open a web browser - it should open to first RioGuest login page. •Click Agree for the Acceptable Use Policy on the first page. •Enter your e-mail address on the second screen - click Login. •A final web page will be displayed when connected. RioSecure is for all students, faculty and staff with a RioNET username & password. This is the preferred network for wireless use. •Choose RioSecur即 •A login will be displayed as your device attempts to install security certificates. •Please enter your RioNET username and password. •iOS will display a screen requesting your acceptance of two certificates. •Android will display a screen requesting "Identity" and Password Anonymous Identity may be left blank. •Windows systems require a manual process to install the certificates. Please reference the next FAQ. RioInstructional is a network for specific instructional areas.
The wireless network can connect all devices capable of standard WiFi A, B, G & N standards that support secure (WPA2) networking. Without getting technical, let's say that RioNET 无线 is new and highly secur即 Some older legacy wireless devices may be problematic. Campus Computing & Networking has tested several models and brands of phones, tablets and laptop computers. Each one is different in how the device requests authentication and loads our security certificates. Only Windows devices require the RioSecure for Windows (Aruba QuickConnect) installation process. BYOD = Bring Your Own Device (also known as => Bring Your Own Disaster) Today, many people own a device which can connect to the Internet through a wireless connection. BYOD is a term used in the industry when discussing how the location permits connections from personal deivces to their Internet and how services like printing can be managed and provisioned. Other considerations involve security, loss of personal information when a device is lost and how BYOD devices could subsitiute for corprorately provided computer systems managed by the host organization. With wireless networking, special care is taken to separate corporate work networks and general Internet-only access. Only University owned computers when properly configured can access the business side of RioNET - otherwise, all systems are directed to the comodity Internet.
Not connecting is frustrating. Every effort has been made to make RioNET Wireless both robust and transparent, while still maintaining a high level of wireless security (encryption). Here are some tips... •RioGuest is a "click-through" experience providing each connection encryption through a "pre-shared key" (WPA2 PSK) - use "RioGuest" as the passphrase. •RioSecure is a higher encryption level and devices must support WPA2 EAP. This will require a RioNET valid username and password! •Users with older devices which do not support the WPA2 EAP should use the RioGuest network. RioNET Wireless supports the highest encryption standards for RioSECURE and older devices are not equipted to use this high security standard. •Windows systems must be pre-configured for RioSecure using the RioSecure for Windows process from the RioGuest network. Procedures are outlined in another FAQ. •In some instances, after running the RioSecure for Windows utility it soesn't automatically switch over to RioSecur即 The user may need to select RioGuest and choose "forget". Don't worry, if you need RioGuest will show up again, This just help tell your computer to make RioSECURE the preferred & default connection. •Windows systems must have Microsoft .NET and Windows Updates installed for proper RioSecure implementation. •Apple iOS, MAC OSX, Android and other operating systems like BlackBerry and Linux will all have different experiences and steps for authentication and acceptance of WPA2 EAP security certificates. Again, Rio Grande has made every attempt to make RioNET 无线 easy to use and secure! •Help - it still won't authenticate! Please make sure you are using just your RioNET username - not your e-mail address. Passwords are case sensitive and difficult to type on phones and tablets. Be carefull and verify if you have a "Show Password" option.
